Ghost in the Shell

In the manga “Ghost in the Shell” by Masamune Shirow, the characters have the ability to use the “ghost infiltration key,” which allows a person to temporarily control another character. In Chapter 3 of the manga series, Major Motoko Kusanagi utilizes the ghost infiltration key to stop Togusa, another member of Section 9, from killing a suspect with a headshot. Togusa reproaches the Major for using it on him. Here, Major Motoko Kusanagi excuses her actions based on needing the suspect alive to interrogate him and get answers. This brings into question, if it is ethically wrong or right to use the ghost infiltration key on another person or cyborg?
